At the Fort Smith Board of Directors study session meeting to be held 6/10/25 at the Reynolds Room at UAFS, the Board will discuss a list of properties owned by the City that are not being utilized that City staff recommends could be sold or their ownership transferred to someone else.   • 4200 North O that could only be used by the landowner to the west of the property

  • 7700 Texas Rd

  • 3420,3414,and 3408 Edinburgh Drive, 824, 820, and 816 Hillside Drive, 1323, 1321, and 1317 South Gary that are all flood prone areas that would need deed restrictions that no structures be built on the properties

  • 1801 South 74th

  • 800 North 9th

  • The former Cabaness property on Massard near the airport

  • Harriet Avenue and Meyers Street that the donor of the land is interested in taking back for affordable housing

  • Division and North T that is a small triangle that would not be suitable for development

  • 2124 North 12th that is next to a vacant lot and staff recommends selling to the adjacent landowner

  • A rectangle on North I right next to a building and completely surrounded by property owned by GMCM Properties and staff recommends offering to GMCM

  • Kelley Highway between North 32nd and Midland that is surrounded by Carco and staff recommends offering to Carco

  • A property on South H next door to 818 Towson that is currently being used by the owner of the adjacent property for parking

  • South 25th and Dodson

  • Riverfront Drive and levee South of P Street

  • a property adjacent to Century Drive

  • and a property on Zero Street.

The Board will hear and discuss the results of the two public input meetings held in May and the survey regarding the Energy and Environment Comprehensive Action Plan this is required to be crafted and submitted to the federal government by 8-1-25 as a part of the requirements for the Climate Pollution Reduction Grants. The City was already awarded and has accepted  $14.5 million for sustainability projects including the alleyway rehabilitation project , workforce development, solar power for Nelson Hall Homes, and electric vehicle charging infrastructure.

The Board will discuss implementing an official Grants Policy including discussing a policy that has been drafted by City staff. The policy would aim to be a policy that official standardized processes and procedures would be applied consistently by all departments and would comply with all state, local, and federal regulations.

The Board will discuss the ongoing negotiations with Arkoma concerning Fort Smith providing water/sewer services to Arkoma. The discussion will include calculations regarding the wholesale cost of providing service to Arkoma. This issue has been discussed previously at the 6-3-25, 5-27-25, and 5-13-25 meetings.
